关于马尼拉机场离境税，求真相

在宿雾航空行程单页面有这么一段话“For web and Call Center transactions, all guests (other than those exempted from paying travel tax), departing from the&nbsphilippines to international sectors shall pay the&nbsphilippine travel tax amounting to&nbsphP1,620.00 at the respective airport in the&nbsphilippines prior to departure.”
但网上又看到两种说法，一个说这是针对菲律宾本国人或者在菲律宾呆很久的外国人，不适用于短途到菲律宾的人。还有种说法是如果抵达菲律宾和离开菲律宾在24小时内就不用交这钱。
很迷茫，求真相，谢谢。

我刚回来没有交过啊，但是从杜马回菲律宾交了一个150p的，英文不好，不知道什么费用。小伙伴说是离岛税，我也没多问。总之没弄清楚。
